Rob Coleman, NNPF President
Rob Coleman has had a remarkable journey from his early life in South Korea to becoming a dedicated public servant and community leader in Newport News. After moving to Newport News as a child, he thrived in the local school system and was deeply involved in youth sports alongside his three brothers. His commitment to the community continued after high school when he pursued higher education at Thomas Nelson Community College and embarked on his career with the Newport News Sheriff’s Office.
After more than 25 years of service, Rob retired from the Sheriff’s Office to become the Chief Operating Officer for the Boys & Girls Clubs of the Virginia Peninsula. As COO, he leads a team of dynamic youth development professionals responsible for the safety, security, and social-emotional development of over 2,000 children on the Peninsula.
Outside of his professional duties, Rob's passion for community service is evident in his involvement with various organizations, including the Newport News Police Foundation, People 2 People, Foodbank of the Virginia Peninsula, Alternatives, Inc., and initiatives supporting women and children in need. His dedication to these causes reflects his deep belief in giving back and making a positive impact.
Rob’s personal life is anchored by his family—his wife, Jamie, and son, Jacob—and he remains extremely close to his parents and three brothers.

Liz Rollins, NNPF Board Member
Liz is a life-long resident of Newport News. As a mother of three young ladies, she understands how important it is to build and shape our youth to become the future leaders in the communities where we live, work and volunteer.
Liz leads by example, showing her daughters that volunteering and helping others creates positive influences in our community. As an active board member for the Newport News Police Foundation, she feels that supporting the NNPD by fundraising for the needs of the police department allows our Newport News police officers to have the resources and tools to keep our citizens of Newport News safe. Liz and her family fully support our men and women in blue.
Liz is a dedicated employee with Cox Communications who is a Community Access Liaison for our Network Transformation team that is building for the future. She also serves on the board of directors with the Kiwanis Club of Greater Hilton and for the CPAAA (Citizens Police Academy Alumni Association) for the NNPD.
When she is not working or out in the community volunteering, Liz enjoys spending time on the beach on Hatteras Island with her family and her two Chesapeake Bay Retrievers.

Hal Smith, NNPF Board Member
Hal Smith was born and raised in Yorktown, Virginia. He is a 1994 graduate of George Mason University with a B.S. in Public Administration. Hal has been in the Boys & Girls Club movement for a total of 21 years as both a Board member and staff. Prior to his Boys & Girls Club career, Hal spent 16 years in the residential building industry, specializing in large-scale renovations and custom home building. Now Hal is responsible for the operations, administration, and resource development of 11 Club sites and a Youth Development Park.
Hal is a graduate of the Boys & Girls Club Leadership University School of Executive Leadership through the Ross School of Business at the University of Michigan. He is a member of Boys & Girls Clubs of America’s Government Relations Advisory Committee, which provides leadership and direction for sharing the message of Boys & Girls Clubs at the federal level. As CEO of the largest Boys & Girls Club organization in Virginia, Hal serves as president of the Virginia Alliance of Boys & Girls Clubs, which advocates for youth across the entire Commonwealth. Most recently, Hal was awarded BGCA’s Southeast Region Executive of the Year in 2023 and the Virginia, DC, Maryland Area Council’s CEO of the Year in 2024. Locally, Hal is proud to serve as a Board Member for the Newport News Police Foundation.
